Without putting up a fight, the elders were incarcerated at the headquarters' jail. On the other hand, some of the people who were previously in jail were now set free. It was ironic. The elders whom Davey had jailed didn't resist, probably because they had a plan of their own. However, Davey chose not to act on it for now.

In other words, these three elders had been fighting the recently incarcerated elders for refusing to bring change into the order and staying complacent in the present. Though the three elders' effort had ended in defeat before.
