Some probably chose to stay behind to help a comrade onto a ship, while others probably forgot about the waters amidst the chaos of the battle. Some were injured and unable to move, and others chose to remain behind to protect their comrades.0

It all happened so fast, and there were countless unpredictable variables at play. The command center had almost certainly anticipated that such things could occur. Even so, the situation left them with no choice but to carry out the operation.0
