He also saw an indistinct silhouette above the assembly hall, seemingly there to suppress all existence, including the assembly itself. That was not an actual person. Rather, that was a silhouette formed by countless daos, working in tandem to keep the assembly suppressed. Those were most likely the laws of humanity....
