The production department anticipated the inevitable disintegration of the Post-War Reconstruction Committee and unilaterally announced the Among Clouds Province Revival Act through the well-established Ideal City.0

This act stipulated the four strategic cooperative defense zones of the Among Cloud Province. The mountains, the islands, the inner lake, and the mouth of the lake, four strategic locations, along with the Northern Cloud, Upper Cloud, and Lower Cloud Municipality[1], with the additional Industrial Zones 1 and 2 would be jointly owned by all survivor settlements in the Among Cloud Province.0

It seemed like a peaceful initiative and was also reasonable, but in reality, they had other motives.0
