Eugene was not interested in the power balance between the nations represented by those staying in the castle. Beneath the two spires resided the kings of various nations who weren’t given their own spire and their royal guards. Finally, even though Ruhr wasn’t an empire, the tallest accommodation was given to the Beast King, given that the fort belonged to Ruhr. That’s where Eugene currently stood, and he resumed walking while clicking his tongue.
