Workshop was a term used to describe the act of multiple Hunters colluding to monopolize an entire Fissure.
It was clearly defined as an illegal activity in Article 3, Clause 2 of the “Special Act on Monopoly Regulation and Fissure Utilization (Prohibition of Abuse of Dominant Position).”
However, it was extremely difficult to crack down on workshops occurring in B-rank or higher Great Fissures because most Hunters operating these workshops were A-rank or above.
Hunters on this level or higher were considered walking weapons of mass destruction. If provoked, whether inside or outside the Fissure, they could cause immense damage to citizens’ lives and property.
